Immigration, Refugees, and Citizenship Canada (IRCC) has announced significant changes to the Express Entry system. By spring 2025, additional Comprehensive Ranking System (CRS) points for valid job offers will be removed.
Under the current system, candidates with valid job offers can earn 50 or 200 extra CRS points. These points often boost candidates’ chances of receiving an Invitation to Apply (ITA) for permanent residence. However, IRCC confirmed that this adjustment is temporary and has no specified end date.
The changes will apply to all new and existing candidates in the Express Entry pool, including those working in Canada on temporary permits. Job offers across all sectors will be affected, making this a universal policy update.
Certain groups, however, will remain unaffected. Candidates who received an ITA based on CRS scores with job offer points will not be impacted. Additionally, applicants who have submitted their permanent residence applications and are in processing will also be exempt.
IRCC clarified the distinction between candidates and applicants within the Express Entry process. A candidate is someone who has submitted a profile to the pool. Once they receive an ITA and apply, they become an applicant.
Immigration Minister Marc Miller initially revealed this policy shift on December 17, 2024. While details were limited at the time, the implementation timeline for spring 2025 has now been confirmed.
The Express Entry system manages applications for the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP). Candidates are scored out of 1200 points based on age, education, work experience, and language skills. Additional points are awarded for criteria such as Canadian education, French proficiency, siblings in Canada, arranged employment, and provincial nominations.
With the removal of job offer points, the influence of arranged employment on candidate rankings will decrease. This change reflects IRCC’s evolving strategy to prioritize other factors in Canada’s immigration system.
