OINP Fulfils 2024 Quota, Fewer Invitations Expected Next Year

The Ontario Immigrant Nominee Program (OINP) has announced that it has completed its 2024 nomination allocation. As of December 23, 2024, OINP had fulfilled its quota of 21,500 permanent residency nominations allocated by the federal government.  

OINP stated that applications submitted in 2024 will now be processed under the 2025 nomination allocation. Eligible candidates can still submit Expressions of Interest (EOI) for consideration in the program’s five primary streams.  

The program assigns scores to candidate profiles and conducts draws to invite candidates to apply. Additionally, OINP identifies candidates in the federal Express Entry pool and issues Notifications of Interest (NOIs) under its Human Capital Priorities, Skilled Trades, and French-speaking skilled Worker streams.  

In 2024, the Employer Job Offer: International Student stream issued the highest number of invitations, with minimum scores starting at 60 points. The Employer Job Offer: Foreign Worker stream followed, with scores starting at 33. The Masters Graduate stream issued over 5,500 invitations, requiring a minimum score of 50, while the PhD Graduate stream invited over 500 candidates, starting at a score of 42.  

Express Entry NOIs 2024 included more than 12,700 under Human Capital Priorities and 9,000 under Skilled Trades.  

OINP anticipates a significant reduction in invitations for 2025 due to the federal government’s lowered immigration levels plan. The 2025 national target for provincial nomination programs will drop from 110,000 in 2024 to 55,000, representing a decrease of 54 percent.  

Ontario received 19.54 percent of the total PNP quota in 2024. Using the same allocation, its 2025 quota may be reduced to approximately 10,747 nominations. This figure mirrors the 2022 quota of 9,750, which resulted in fewer invitations and higher cutoff scores.  

Applicants interested in OINP should expect increased competition and higher cutoff thresholds in 2025 as Ontario adjusts to the reduced federal targets.
