Winkler Region Targeted in Manitoba’s First Immigration Draw of 2025

Manitoba held its first Expression of Interest draw of 2025 under the Manitoba Provincial Nominee Program on January 9. The draw targeted applicants in the Skilled Worker in Manitoba and Skilled Worker Overseas streams. 197 Letters of Advice to Apply (LAAs) were issued.  

The Skilled Worker in Manitoba stream prioritized candidates with post-secondary education completed in the province. A total of 145 invitations were issued in this category. The lowest-ranked candidate scored 838.  

The Skilled Worker Overseas stream, which focused on candidates planning to settle in the Winkler region, was Manitoba’s first-ever region-specific immigration draw. Fifty-two invitations were issued in this stream. The lowest score for selected candidates was 615.  

Of the invitations, 52 went to candidates with valid Express Entry profiles and job seeker validation codes. These candidates may benefit from faster processing through Canada’s federal Express Entry system.  

The Manitoba Provincial Nominee Program provides several pathways for skilled workers and international graduates to obtain permanent residence. The Skilled Worker in Manitoba stream is ideal for those already employed in Manitoba or holding job offers from local employers. This stream features two pathways: one for candidates currently residing in Manitoba and another for those recruited by approved employers while still abroad.  

The Skilled Worker Overseas stream focuses on skilled workers overseas with connections to Manitoba and experience in high-demand fields. It offers a pathway for candidates who qualify under Express Entry criteria, as well as another option for those possessing specific skills that align with the province’s requirements.  

Manitoba offers an International Education Stream for local graduates, with pathways for those with job offers in high-demand sectors, Mitacs internships, or individuals who have run businesses in Manitoba post-graduation.  

Manitoba focuses its immigration efforts on addressing labor shortages by attracting skilled workers and international graduates with strong local connections.
