
The Canadian government has set quotas for Labour Market Impact Assessment (LMIA)-exempt work permits under the International Experience Canada (IEC) program. This initiative allows youth from countries with bilateral Youth Mobility Agreements (bYMAs) to live and work temporarily in Canada.
The IEC program offers three streams: Working Holiday, Young Professionals, and International Co-op.
Each stream serves different purposes and issues either open or employer-specific work permits.
Under the Working Holiday stream, successful applicants receive open work permits. These permits allow participants to work for multiple employers in different locations across Canada. The Young Professionals and International Co-op streams provide employer-specific work permits requiring individuals to work for a designated employer and location.
Eligibility depends on the applicant’s country of citizenship. Depending on each country’s specific youth mobility agreement, the age limit for participation ranges between 18 and 35.
Applicants must also meet other criteria, such as holding a valid passport, securing health insurance, and proving financial readiness upon arrival.
Quotas vary by country and stream, reflecting the agreements in place and demand for each category. Not all countries with youth mobility agreements are eligible for every category. For example, some countries only participate in the Working Holiday stream, while others have broader access across all streams.
The program aims to strengthen cultural ties and provide professional opportunities for young people. It also encourages reciprocal opportunities, with Canadian youth benefiting from similar arrangements in partner countries.
Interested applicants are urged to apply early, as limited spots are available for each stream and country. The IEC program remains a key pathway for international youth seeking temporary work experience in Canada.
