On May 1, 2025, Canada announced the inaugural list of designated employers participating in the Rural Community Immigration Pilot (RCIP) and the Francophone Community Immigration Pilot (FCIP). These employer-driven pathways aim to attract skilled foreign workers to rural and Francophone communities across the country.

Timmins, Ontario, is the first community to release its list of designated employers under both RCIP and FCIP. The Timmins Economic Development Corporation oversees the designation process, ensuring employers meet specific criteria aligned with community priorities.

Eligibility Criteria for Applicants
To qualify for permanent residence under the RCIP or FCIP, applicants must:
- Secure a Job Offer: Obtain a full-time, non-seasonal job offer from a designated employer in a participating community.
- Work Experience: Possess at least one year (1,560 hours) of related work experience within the past three years. This requirement may be waived for individuals who have studied and graduated in the community.
- Language Proficiency: Meet minimum language requirements, which vary depending on the National Occupation Classification (NOC) Training, Education, Experience and Responsibilities (TEER) category of the job offer.
- Educational Qualifications: Have a Canadian educational credential or an equivalent foreign credential.
- Settlement Funds: Demonstrate sufficient funds to support themselves and their family during the transition into the community.
Additionally, the job offer must align with the community’s priority occupations. For Timmins, these priority sectors include health, education, social and community services, trades and transport, natural resources, agriculture, business, finance, and administration.
