Canada has announced its Immigration Levels Plan for 2025-2027, which targets the arrival of over 360,000 new permanent residents each year. The plan focuses on economic growth, family reunification, and supporting refugees.
The Federal Department of Immigration, Refugees, and Citizenship Canada (IRCC) sets these goals to guide annual immigration operations. The target for 2025 is 395,000 permanent residents, which will decrease to 380,000 in 2026 and 365,000 in 2027.
The plan also emphasizes francophone immigration beyond Quebec, aiming for more than 31,000 annual admissions by 2027.
Economic immigration remains the main focus, accounting for more than half of the planned admissions through Federal Express Entry programs, the Atlantic Immigration Program, and other initiatives.
By 2025, 232,150 newcomers are expected to arrive under economic categories, decreasing to 225,350 by 2027. The Provincial Nominee Program connects immigrant skills with local workforce needs.
Family immigration will also undergo changes. In 2025, 94,500 immigrants are expected through family sponsorship programs. This figure declines to 88,000 in 2026 and 81,000 in 2027. The plan prioritizes reuniting spouses, partners, children, and grandparents.
Canada’s humanitarian efforts also contribute to its immigration strategy. The target for admitting refugees and protected persons is set at 58,350 for 2025, decreasing to 54,350 by 2027. Humanitarian and compassionate categories account for an additional 10,000 admissions in 2025, which will be reduced to 4,300 by 2027.
Temporary resident programs are essential for workers and students. From 2025 to 2027, over 670,000 temporary residents are expected to enter Canada each year. The International Mobility Program and the Temporary Foreign Worker Program meet labor demands across various industries.
Canada relies on immigration to fuel economic growth and tackle demographic challenges. Its aging population and low birth rate lead to labor shortages and fiscal pressures. By increasing immigration levels, Canada seeks to bolster its workforce and uphold high living standards. This proactive strategy secures a stable economy and ongoing social services for future generations.
