Travelers entering Canada are now subject to a pioneering shift in border security, as the Canada Border Services Agency (CBSA) increasingly relies on artificial intelligence for initial screenings. This new system, known as the Travel Compliance Indicator (TCI), represents a significant modernization in how the country manages its borders, specifically at land ports of entry (POEs). The TCI has been designed as a technological aid for border officers, utilizing the power of AI and predictive analytics to assign a “compliance score” to every individual attempting to enter Canada. Ultimately, authorities hope to handle the growing volume of travelers with fewer delays—without the cost or logistical challenges associated with hiring significant numbers of new officers.

At the heart of the TCI system is its use of five years’ worth of CBSA traveler data, feeding into a predictive model that draws upon real-time information from various government databases. The AI evaluates several “live determinants” such as an individual’s travel history, method of transportation, whether they’re travelling alone or in a group, the type of identification presented, and vehicle details like license plate numbers. This multifaceted assessment forms the basis for the compliance score, which is then flagged to the border officer. It is important to note that the final decision regarding entry or further examination remains with the officer; the TCI does not make autonomous decisions but offers a data-driven recommendation.

The intended outcome of employing the TCI is twofold. On one hand, it aims to minimize the number of law-abiding travelers who are unnecessarily referred for secondary checks, a process that can be time-consuming, stressful, and inconvenient. By reducing the occurrence of so-called “false positives,” the CBSA hopes to create a smoother experience for both travelers and officers, freeing up resources to focus on real risks rather than statistical anomalies. On the other hand, the system is designed to flag patterns of non-compliance, stepping in where human observation alone might miss subtle risks hidden in the data.

While the benefits are clear, the CBSA has acknowledged in a report to Canada’s Treasury Board that false flags—instances where the AI recommendation is inaccurate—could have longer-term consequences, particularly if officers act without cross-verifying the technology’s results. Nevertheless, the agency presents the TCI as a tool to supplement, not supplant, human expertise. Final decisions continue to rest with experienced officers, safeguarding against undue reliance on technology while still reaping the rewards of advanced analytics.

Financially, the investment in the TCI is significant, with over $15 million devoted to its development and yearly maintenance costs estimated at $700,000. This outlay forms part of a broader strategy to modernize CBSA operations and scale border management capacity efficiently. Policymakers believe that AI-enabled screening will better equip the agency to cope with increased travel demands in the future, all while supporting national security objectives.

Anyone who has passed through one of the pilot locations since 2023 has likely already experienced its application.
